I think Mariah is purposefully making a caricature of herself. Think about Pam Anderson and her completely OTT look. It works for her and it generates serious income for her. I think (or at least hope) that's what Mariah is doing. Not taking herself too seriously (because no one else is) and just having fun with the "forever 21" look.
