Why should he have only frozen SES salaries? SES'ers do not make up the entire federal workforce. Yes, some SES'ers make close to $300,00...it still doesn't come close to what an SES equivalent makes in the private sector. Let's be clear...the administration and OPM recommended that SES employee's not receive their bonuses this year in light of freezing federal salaries. My agency froze SES bonuses in order to stay in line with the administration's recommendation. No if your agency decided to process SES bonuses that is at their discretion. And for the record the language that is included in the 12/30/10 Executive Memo state that exclusions to the pay freeze include: * performance awards/bonues, relocation and retention allowances and premium (overtime pay) * promotion, within-grade-increase and quality step increases * adjustments in foreign areas * and pay setting flexibilities. Freezing the salaries of a relatively small group of employees is not going save much...therefore it is an across the board pay freeze with the exception of the Postal Service and military employees. While the DC area has the largest group of federal employee's...there are federal employees working across the U.S. and in other foreign countries...and they are affected by the pay freeze as well. I see the pay freeze as a compromise...because let's be clear the Republicans were looking to not only freeze salaries - but freezing career ladder promotion and with-in-grade increases (which is wrong). Also the Republicans were looking at furloughing federal employees on federal holidays. And let's not forget that the entire federal government has not had their 2011 budgets approved by Congress...we are on a C.R. (continuing resolution) until March 2011. And if Congress does not agree on federal budgets the ENTIRE federal government could be shut down/furloughed (that means NO PAYCHECK). This is FACT...it happened back in 1997 when federal employees were furloughed for at least 5 days. Fact is Congress and the President have to work hand in hand...President Obama inherited the deficit from former President George Bush and there is no way he was going to make it disappear overnight. Both sides (Democrats and the Republicans) owe it to the country to work together. But it appears that with Republicans having taken control...they're coming in ready to change everything that President Obama has put into place.
